It was very disappointing that in fact Saddam was shown to have the intent but not the capability at the time to use WMDs. However:
The Duelfer report also states that Saddam "wanted to end sanctions while preserving the capability to reconstitute his weapons of mass destruction when sanctions were lifted."
The report showed that Iraq retained its technical capability to produce WMDs.
Saddam also bribed its allies to try and end sanctions. French government officials, businessmen, and journalists allegedly received $1.78 billion from Iraq to support removal of sanctions and oppose U.S. policy. The Iraq Survey Group indicates that Saddam Hussein believed he could avoid a war with the United States by bribing, among others, the President of France (http://www.livejournal.com/users/keith_london/776135.html), Jacques Chirac.
