That sounds like our Better Jacksonville plan to build a $3.4 million dollar main library --- and then move all the outdated, funky mildewed books on their cruddy shelves into it. Jacksonville has no plans to update reading materials or to replace books. Furthermore, the new library is designed to contain roughly three times the number of books that the current main branch has so it's going to be empty for a while.
